1. Use the clone stamp and patch tool to cover over the people in the background.
2. Use the selection tools, levels, hue and saturation to eliminate the stripe (as much as you can).
3. Correct the image by getting rid of dust and adjusting the color. Fix the thin white scratch across the bottom using any tools you like.
4. Eliminate the dust, fix the thin white scratch across the bottom and fix the border to make it more even.
5. Use one of the filters to quickly reduce dust.
